巴音河(德令哈市区段)河道治理工程

设计总说明

巴音河发源于祁连山的古尔班安格尔,全长326km,由东向西经蓄积峡,泽令沟到黑石山水库,贯穿德令哈市区,下游再由东向西通过郭里木戈壁乡最终注入克鲁可湖,流域面积7782km。巴音河(德令哈市中心段)河道治理工程地处德令哈市中心,巴音河流域夏秋多暴雨,加之山区地面坡降陡,汇流时间短,来势凶猛,以致造成洪水灾害,冲毁农田、林木、房屋、桥梁、道路,管路及输电线路等,使国家及人民生命财产受到严重损失。

据统计资料显示,巴音河因暴雨洪水形成的灾害多次,造成450亩土地变成河滩,农田无法耕种城市土地无法利用,并有680亩耕地受到洪水威胁,大洪水还危及德令哈火车站及铁路2KM多,危害县级公路20km,还有两岸居民及工矿企事业单位数家时常受到洪水的危害,青新公路、德新公路、涩~宁~兰输气管道、兰西光缆及110kv输电线路等国家重要设施也受到洪水的威胁及危害,平均每年抗洪抢险耗费的人力、财力折合人民币高达500多万元,严重地制约着城市经济发展。

河岸坍塌严重,危及河道两岸的居民,厂矿及国家重要设施,耕地等安全,同时严重影响了德令哈市的市容市貌,单靠黑石山水库的调洪,还不能从根本上改观洪水对德令哈市及两岸的危害,河道两岸为第四系胶结砂砾石,结构比较松散,由于常年受洪水冲刷,河岸坍岸,河道变宽,侵占了道路和危机房屋,防洪压力较大洪水季节需投入大量的人力、物力、财力进行防洪抢险。由于河道的冲刷变形,除对德令哈市的城市规划造成一定的影响外,对下游青新公路、青藏铁路、输气管道、光缆以及输电线路等重要建筑物威胁极大,巴音河德令哈市中心段河道治理工程,正是鉴于以上情况修建两岸防洪堤,使洪水纳入河槽,避免乱冲刷,除保护区内建筑物和居民生命财产安全外,还可利用两岸修建绿化带和河槽中的溢流坝增加绿地和水面面积,美化周边环境,提高和改善居民的生活质量,拓宽生活空间。市区环境的改善和对洪水有效的保护,还可改善投资环境,促进区内经济和社会的发展和人民生活质量的提高,因此巴音河市区段的防洪治理是十分必要的,也势在必行。

巴音河河道总长326km,径流主要以融冰融雪水补给为主,降水补给为次,属混合补给型河流,多年平均流量10.2m3/s,年径流量为3.2×108m3。工程区段巴音河的区间来水为白水河,白水河在黑石山水库下100m处汇入巴音河,其多年平均流量为1.0m3/s,年径流量3154×104m3。

巴音河多年平均输沙量为26.6万吨,主要输沙量集中在7~8月份,仅这两个月的输沙量就达21.14万吨,占全年输沙量的79.47%,5、6、9三个月输沙量为4.75万吨,占全年输沙量的17.86%,其余七个月的输沙量仅占全年输沙量的2.67%。

根据河道的实际情况,根据工程区地质、地形条件,结合工程具体情况,并根据新疆库尔勒市孔雀河,西宁市北川河、西川河、湟水河等已建防洪堤的堤型来选择合适的堤形,并通过方案比较,
