城市公交扒窃犯罪防治研究

摘要

城市公交扒窃犯罪是指以非法占有为目的，在城市公共交通工具上或公交乘

车候车场所，乘被害人不备之机，通过采用手掏、划包、夹取、剪取等秘密手段

窃取他入随身携带财物的犯罪行为。

城市公交扒窃犯罪是盗窃犯罪的～种特殊形式，是技术性较强的智能型犯罪，

针对嬲是不特定觞多数乘客，律案频繁、被害天数多，扰蘸社会秩窘。辩累不能

得到有效遏制，将严重影响人民群众的生活安全感和城市文明形象，使公安机关

抒击犯罪、裸护人民的执法形象受撰，人民群众对党翻竣癀执政麓力信任度辫低。

随着时代发展，城市公交扒窃犯罪呈现新的状况、特点，主要是：发案数逐

年增长，犯罪组织集爱他、网络讫，掇窃人员跨区域瀛窜作案程度加大反俊查意

识增强，结构呈低龄化，特殊人员、女性比例不断增大，混合型犯罪增多，公交

站点的车下扒窃发案增多，发案时空具有明显规律，侵害嗣标选择具有较明是的

针对性，破案难度翱大，掇窃犯罪主体特点突怒。

基于其特性，对城市公交扒窃犯罪的综合治理应遵循“惩罚与预防相结合、

重在预防弦、“人防与技防并重，强他防范手段\、“齐掭共管，落实措施’’的指导

思想。完善刑事立法，加大对组织利用聋啜人、未成年犯罪的惩处力度，规范对

聋哑人扒窃犯罪的量刑，建立有力打击惩处扒窃犯罪工作机制，加强对扒窃人员

此类案件多发原因包括立法和司法面临的困境、社会原因、犯罪主体因素、

豹教育、改造及安置，加大宣传力凄，调动社会力量防执反执，加强青少年和聋

哑人教育，完善社会保障，全砸打击和预防扒窃犯罪。
