我国农村社会救济存在的问题及对策研究 —以商洛地区为例

摘 要

社会救济是我国社会保障制度的重要组成部分，是全面建设小康社会的重要内容，也是缓解社会矛盾和维持社会稳定的重要手段，所以政府应给于足够的重视。

改革开放40多年来，我国的社会经济获得了飞速的发展，社会救济制度也得到了不断的完善，较好的发挥了“安全网”和“稳定阀”的作用。但是，目前我国农村社会救济还存在一系列问题，尤其是我的家乡商洛地区存在的问题更严重，诸如：社会救济资金不足，覆盖面窄，救济水平低；社会救济缺乏明确的标准，救济对象确定不合理；社会救济没有一个统一的部门来管理，缺乏有效的监督机制；社会救济缺乏法律保障；社会救济没有相关的配套措施等问题。针对以上这一系列问题，在本人实地调查研究和查阅文献的基础上，提出以下解决对策：多渠道筹集社会救济资金，扩大社会救济覆盖面，提高救济水平；科学合理制定社会救济标准，确定救济对象；政府成立专门部门管理社会救济工作，加大监督管理力度；加快社会救济的立法进程；在社会救济的同时，政府要做好相关的配套措施。

十八届三中全会以来，党和政府提出要让全体人民共享改革开放发展成果，要让广大人民活得有尊严，为此在社会救济工作方面做出了很大的努力。本文就是在这种情况下，针对商洛地区社会救济存在的问题，并提出一系列的对策建议，希望能对商洛地区社会救济工作的进一步改进有所帮助。

Problems and Countermeasures of China’s Rural Social Relief—Taking Shangluo Area as an Example

Abstract

Social relief is an important part of social security system in China, is an important content of building a well-off society, but also an important means to alleviate social contradiction and maintain the social stability, so the government should give enough attention.

40 years of reform and opening up, China's social economy has obtained the rapid development, the social relief system has been continuously improved, better play the \relief, a series of problems still exist, especially in the presence of my hometown Shangluo area more severe problems, such as: social relief funds, narrow coverage, low level of social relief relief; lack of clear standards, relief object set unreasonable; social relief is not a unified Department of management the lack of effective monitoring mechanism, the lack of legal protection; social relief; social relief no relevant supporting measures and other issues. In view of the above a series of problems, on the basis of my field research and literature, and put forward the following countermeasures: multiple channels to raise funds to expand the social relief, social relief coverage, improve the level of rational relief; social relief scientific standard determine the relief object; the government set up a special department management of the social relief work, intensify supervision and management; accelerate the legislative process of the social relief in the social relief; at the same time, the government should do a good job in the relevant supporting measures.

Since the Third Plenary Session of the eighteen, the party and the government proposed to let all the people share the fruits of reform and opening up development, let the people live in dignity, the relief work has made great efforts in the community.
