摘 要

东莞市农民工子女义务教育入学压力越来越大，增长迅速。如何满足这种需求，如何规范、管理好农民工子女学校，如何使农民工子女在这些学校中也能接受到合格的义务教育，长大以后能和城市户籍人口子女一样成为社会主义的建设者和接班人，是摆在我们面前的重大课题。

本研究共分为六大部分。

第一部分关于农民工子女义务教育学校的研究背景，研究方法、概念界定等。

第二部分介绍广东省农民工子女义务教育的总体情况，以及广东省有关农民工子女教育的主要措施，使我们对广东农民工子女教育的现状有一个清晰的了解。

第三部分主要分析农民工子女教育存在的突出问题。

第四部分着重研究东莞市农民工子女义务教育现状，分析了农民工子女就学的几种方式；农民工子女学校的办学条件；领导班子，教师队伍的年龄、学历、能力、职称、师生比、来源、进修情况；农民工子女学校学生教育状况、学校管理、课程设置与课外活动等，并与当地公办学校作比较找出差距。

第五部分针对东莞市农民工子女学校存在问题作深入的探讨，指出了造成这种现象的主要原因。

第六部分根据发展农民工子女学校教育的法律法规，说明了解决农民工子女义务教育问题的重要性和紧迫性，有针对性地提出改革与发展农民工子女学校教育的一些对策，特别是修订《义务教育法》，完善“两个为主”制度的建议，有一定的政策依据和社会实践价值。

Abstract

The pressure of compulsory education for the farmer workers’ children in cities is becoming increasingly great in Dongguan City. How to meet this kind of need, how to standardize and manage the schools for the farmer workers’ children and how to enable them to accept the qualified compulsory education in these schools, so as to become the constructor and successors of the socialism like city dwellers after growing up is an important topic before us.

This research is divided into six parts totally.

The first part research background concerning the compulsory education of farmer workers’ son and daughter, the research method, concept definition, etc..

The second part introduces the total circumstance of compulsory education for the farmer workers’ children in Guangdong province and the main educational measures taken by the government, in the hope that we’ll have a clear understanding of the present educational condition for the farmer workers’ children.

The third part mainly analyzes the prominent educational problem for farmer workers’ children.

The fourth part focus on the study of the present compulsory educational condition of farmer workers’ children in Dongguan City. First, the general condition is explained. Then their schools are analyzed, including their ways of entering the schools, the condition of the schools, leadership, the age, educational background, ability, title, teachers and the students of teacher's troops compare, source, the continuing education circumstance; The educational condition of the students in these schools, the school management, course constitution and extracurricular activity etc., are compared with the state-operated schools to find out the margin.

The fifth part makes the thorough thinking of the existed problem of farmer workers’ children in Dongguan City, pointing out the key reason of result in this kind of phenomenon courageously.

The sixth part puts forth the laws in education for farmer workers’ children , then states the importance and urgency of resolving the compulsory education problem of these children, and put forward the reform and strategy to these educational problems, revise especially 《 the compulsory education method 》 , perfect\certain extent.
