摘 要

我国正处于构建社会主义和谐社会的重要时期，和谐离不开秩序，秩序的形成又离不开规则，而规则的运行必须有公民主体的参与。随着我国入世以来，规则时代的到来，引发的社会问题，规则意识成为当今国内学者不得不研究和重视的问题。规则意识归根到底是人类社会本身发展的内在需求，公民自觉遵守规则，提高自身的规则意识是社会稳定和谐的关键。因此，只有公民规则意识得到普遍的提高才能更好的促进社会稳定有序的发展。

新中国成立以来，特别是改革开放30多年来，我国的经济蓬勃发展，社会稳定有序。规则是建立良好社会秩序的提前和保障，任何社会的发展和稳定都要靠规则来维系。社会越发展，规则的重要性就越突出，这些都必须要求公民规则意识的提高。随着经济的发展，公民的规则意识有了很大的提高，但是受多种因素的制约，发展比较缓慢，依然存在很多的问题，这些问题的存在不利于公民自身道德素质的提高，更不利于我国法治社会、和谐社会的建立。

本文首先从对规则的分析入手，阐述了规则意识的内涵和形成过程，在此基础上阐述了公民规则意识的概念及形成，公民规则意识的相关概念构成第一章。在对第一章相关概念了解的基础上，第二章主要分析当前我国公民规则意识的现状。分析公民规则意识存在的优势和缺陷，并通过对中外公民规则意识的比较，更好的说明我国公民的规则意识与一些发达国家相比还存在一定的差距，进而分析存在问题的原因。通过对存在问题的分析进而阐述了公民规则意识的缺失不利于实现人与人、人与社会、人与自然的和谐。第三章主要介绍了我国公民应当遵守的最基本的六条规则，培育公民规则意识过程中应当遵循的原则以及公民规则意识的培育内容，这一章也是本文最重要的内容。通过对基本规则、原则和内容的阐述，更好的阐明公民应当从哪些方面来提高自身的规则意识，更有针对性的进行培育，从而加快公民规则意识的提高。最后一章是当代我国公民规则意识的整体架构和切入点，首先从经济、政治、文化、社会氛围宏观方面来分析的，微观方面从中间性群体、学校、网络进行分析来培育公民规则意识。

尊重和遵守规则是一种教养，也是一种文化，是一个现代人必须具备的品格。如果没有这种品格，人就将无法在社会中生存，不遵守规则，将会给国家、社会以及个人都带来巨大的不良影响。本文的研究成果有利于提高公民对规则的认知和认可，认识到规

则意识的重要性，并能自觉的遵守规则，提高自身的规则意识，同时在社会中广泛的传递 “正能量”，促进人与人、人与社会以及人与自然的和谐相处，进而加快和谐社会构建的步伐。

Abstract

China is in an important period of building a socialist harmonious society, to attune the order, the order of the formation without rules, there must be a body of citizens participation in the operation of the rules. With China's accession to the WTO since the era of the rule, the social problems caused by the awareness of the rules to become today's domestic scholars have to study and attention. Awareness of the rules in the final analysis is the internal demand, the development of human society and citizens to voluntarily abide by the rules, to improve their awareness of the rules is the key to social stability and harmony. Therefore, only the citizens' awareness of the rules generally improved in order to better promote social stability and orderlydevelopment.

Since the founding of New China, especially the reform and opening up 30 years, China's economic booming, stable and orderly society. The rule is to establish a good social order in advance and safeguard the development and stability of any society have to rely on the rules to maintain. Society is more developed, the more prominent the importance of rules, must require the improvement of citizens' awareness of the rules. With economic development, citizens 'awareness of the rules has been greatly improved, but by a variety of factors, the development is slow, there is still a lot of problems, the existence of these problems is not conducive to the improvement of citizens' moral qualities, but do not conducive to a society based on the rule of law in China, the establishment of a harmonious society.

Firstly, start from the analysis of the rules on the connotation and the formation process of awareness of the rules, elaborated the concept and the formation of citizens 'awareness of the rules on this basis, citizens' awareness of the rules related concepts constitute the first chapter. Understanding of the basis of the first chapter of related concepts, the second chapter analyzes the status quo of the current awareness of the rules of our citizens. Analysis of the advantages and disadvantages of the citizens' awareness of the rules exist, and by comparison of Chinese and foreign citizens of awareness of the rules, a better awareness of the rules of our citizens, compared with some developed countries there is still a gap, and then analyze the reasons for problems. Through the analysis of problems and then describes the lack of civic

awareness of the rules is not conducive to the realization of the harmony of man and man, man and society, man and nature. Chapter six of our citizens should abide by the most basic rules, nurture nurture content of the principles and civic awareness of the rules that should be followed in the process of citizens' awareness of the rules in this chapter is the most important content of this article. Through the elaboration of the basic rules, principles and content better clarify citizen should improve their awareness of the rules from what to cultivate a more targeted, thus speeding up the improvement of citizens' awareness of the rules. The final chapter of the overall architecture of the contemporary Chinese citizens awareness of the rules and entry point, starting with the macro aspects of economic, political, cultural, social atmosphere to analyze the microeconomic aspects from the intermediate groups, schools, network analysis to foster citizens' awareness of the rules.

Is an educated, but also a cultural respect and abide by the rules, must have a modern character. If no such character, people will not be able to survive in the society, non-compliance with the rules, will have tremendous adverse impact to the state, society and the individual. The research for this article is conducive to raise citizens' awareness and recognition of the rules, and recognize the importance of awareness of the rules, and consciously abide by the rules, to improve their awareness of the rules, at the same time in a wide range of social pass \energy\to promote people, people and society, and between man and nature live in harmony, thus speeding up the pace of construction of a harmonious society.
