Abstract:Thearticle’sviewsisthatfreemarketwillcreatesefficiency,butwillnotproducesocialwelfareautomatically,andthatwisesocialpolicyiscompatiblewithindividualfreedom.Theviewisprovedbytheindividualsocialpreferencethatpeoplerevealinfaceofsomestochasticpattern.Afterremovingtheeffectsofone’specialstatusonhissubjectivepreferencewiththeaidoftheconceptionofveilofignorance,wewillprovebyinterpersonalutilitycomparisonsthateverybodywouldrevealhissocialorethicpreferencesameasbelow:(1)preferenceforjustinstitutionalarrangementswhichwillrelievetheaccumulatingeffectsofstochasticfactors(speciallyclassstatusofone’sfamilyandluck)onindividual’future.(2)preferenceforredistribution,thispreferencetransformindividualdisliketosocialinequityintohisaversionstoriskanduncertainty.Thesepreferenceswouldberesultsofrationalindividual’svoluntarychoice.Thusthewisesocialpolicywhichwillrealizethesepreferencesisnotconflictswithindividualfreedom.Onbasisoftheseideas,wecandiscussparticularproblemsofsocialpolicylogically.
