1 总 则
1.0.1为建设城市的无障碍环境，提高人民的社会生活质量，确保有需求的人能够安全地、方便地使用各种设施，制定本规范。
1.0.2本规范适用于全国城市各类新建、改建和扩建的城市道路、城市广场、城市绿地、居住区、居住建筑、公共建筑及历史文物保护建筑等。本规范未涉及的城市道路、城市广场、城市绿地、建筑类型、或有无障碍需求的设计，宜按本规范中相似类型的要求执行。农村道路及公共服务设施宜按本规范执行。
1.0.3铁路、航空、城市轨道交通以及水运交通相关设施的无障碍设计，除应符合本规范外，尚应符合相关行业的有关无障碍设计的规定。
