摘 要

随着全球经济一体化和贸易自由化的迅速发展，传统的关税壁垒日益缩减，以绿色技术标准、绿色关税和绿色补贴为主要内容的绿色贸易壁垒已经成为国际贸易发展的主要障碍。西方发达国家为保护本国市场，打着保护人类生存的地球环境和保障人类及动植物健康安全的旗号，构筑起绿色贸易壁垒，对进口外贸产品进行严格限制。绿色贸易壁垒具有名义方面的合理性、形式方面的合法性及保护方式方面的隐蔽性等鲜明特征，给我国对外贸易的发展带来很大阻碍。

本文在回顾现有国内外研究成果的基础上，运用理论和实证分析相结合的研究方法，对绿色贸易壁垒的现状和影响进行了系统而深入地分析，并结合我国的实际提出了战略思路和对策。通过分析表明，绿色贸易壁垒对我国外贸产品出口的影响是双重的，我们应充分利用其正面影响，规避其负面影响，通过采取一系列符合我国实际的相关措施来应对绿色贸易壁垒。

Abstract

With the rapid development of global economic integration and liberalization of trade, the traditional tariff barriers to shrinking, green technical standard, green taxes and green subsidies as the main content of the green trade barrier has become the main obstacle to the development of international trade. The western developed countries, the protection of the earth's environment for human survival and security of human and animal and plant health and safety banner, build up green trade barriers, strict restrictions on the import of agricultural products Chinese. The green trade barrier has concealed the distinct characteristics such as legitimacy rationality, form and name aspects of protection mode, for the development of China's foreign trade has brought great obstacles, and agriculture as a weak industry more vulnerable.

Based on the review of the existing domestic and foreign research results, based on agricultural products as an example, using the research method of combining theory and empirical analysis, the status and influence of the green trade barriers of the system and in-depth analysis, and combining the actual conditions of our country and puts forward some ideas and Countermeasures of strategy. Through the analysis, the green trade barriers on China's exports of agricultural products is twofold, we should make full use of its positive effects, avoid its negative influence, by taking a series of practical measures to deal with green trade barriers, such as: the agricultural sustainable development as the guidance, the green and the industrial as the way of development, and actively develop new packaging materials; improve the detection system of agricultural products quality standard system and agricultural products, establishing agricultural product quality safety traceability system of agricultural products is to break through the green barrier assurance; reference the experience of developed countries, to improve our system of sanitation and quarantine; and actively participate in the formulation of international standards, strive for the initiative; encourage certification of agricultural products, improve the export quality etc.

一、 前言

（一） 选题背景及意义

当今社会，伴随着经济的飞跃发展和科学技术的不断进步，环境却遭到了严重破坏，为了保证人类生存发展的需要，一场以节约、合理利用资源，防治、减少环境污染，保护大自然作为主要内容，并以资源的可持续发展作为根本方针的一场绿色革命全面展开了。这次革命深刻的影响到人类生活、社会、经济的多个领域，就连国际贸易也不例外，各种法律、规章、环保意识、和措施越来越多地涉及到相关商品的国际间流动，甚至扩展到服务贸易、技术贸易等领域，迫使国际贸易的基本原则、基本规则、甚至基本的理念都做出了相应的改变。由此，环境贸易问题俨然已经成为国际社会的关注焦点。理论上，认真的分析在国际贸易中产生的各种环境问题；实践上，正确的处理环境和贸易之间的关系，这是国际社会正面临着的一个重大问题。显然，环境问题已逐渐演变成国际贸易中的“绿色壁垒”，严重制约着发展中国家的贸易发展，尤其是出口贸易发展。我国在加入世界贸易组织后，对世界经济的影响越来越大，然而，我国的国际贸易正面临着越来越多来自于其它国家的绿色贸易壁垒的挑战。绿色贸易壁垒对我国贸易往来、出口市场和出口份额等方面都造成了极坏的影响。国外的消费者们对我国食品、农产品等部分产品的质量信心严重不足，这给我国的出口贸易带来了很长时间的负面影响。而另一方面，发达国家为保护本国的利益，对国外进口产品制定了严格而苛刻的标准，这无疑对发展中国家是极为不利的。作为WTO成员国 和发展中的大国，在国际贸易中如何突破日益苛刻的绿色壁垒，已成为我国所面临的重要课题。

本研究在借鉴前人研究的基础上，从经济学的这一角度，分析了绿色贸易壁垒对于我国的出口贸易所产生的根本影响，并且针对我国的部分重要出口行业所遭受到的绿色壁垒，进行了实证分析，并提出了相应的对策，对我国的企业有效突破绿色壁垒，具有一定的意义。通过对在国际贸易中绿色壁垒的相关介绍，深入分析其内在的本质，通过理论研究与实证研究相结合的方式分析绿色壁垒对我
