5. Why does the author say that parliament is supreme in the British state? What functions does parliament have? What role does the Queen(King) and the Prime Minister play in British government?
(1)Parliament is supreme in the British state because it alone has the power to change the terms of the Constitution.
(2)Parliament has a number of different functions. First and foremost, it passes laws. Another important function is that it provides the means of carrying on the work of government by voting for taxation. Its other roles are to scrutinizes government policy, administration and expenditure and to debate the major issues of the day.
(3)The role of the monarchy today is primarily to symbolize the tradition and unity of the British state. Under the terms of the constitution her other roles are as follow: she is the head of the executive, an integral part of the legislature, head of the judiciary, commander in chief of the armed forces and “supreme governor” of the Church of England.
6. What kind of institution is the House of Lords? What role does it play in British government? 英国政治制度上首相的地位由宪法惯例产生,其权力也由宪法惯例决定。
根据宪法惯例,首相享有下述各种权力:1.代表政府向英王汇报全部情况。2.代表政府在议会中为政府的重大政策进行辩护。3.向英王提出任命内阁成员和其他部长名单,也可要求他们辞职或变更他们的职务。4.主持内阁会议,决定内阁议事日程。5.向英王推荐高级法官、主教和对某些其他官员的任命。6.决定各部职权的划分,决定部的成立、合并和废除。7.对各部业务进行总的指导,解决各部之间的争议。
