前言
根据省公司的统一规划,在 13B 阶段将完成覆盖广州、深圳地区软交换网元的 MSC POOL 部署,在 14 期完成全省软交换网元的 MSC POOL 部署。在采用MSC POOL技术以后,相关无线网络数据配置有了较大的变化。为了加强数据配置的规范性,理顺工作流程并明确工作职责,减少数据配置错误的可能性,省网优中心组织省市公司专家进行了本规范手册的编写。本规范手册中的第一章主要介绍MSC POOL无线相关数据配置规范;第二章针对MSC POOL割接原理及割接规范进行介绍。
适用范围:本规范手册适用于MSC POOL无线网络数据配置和割接的工作人员。

1、 MSC POOL无线网络数据配置
1.1 MSC POOL无线数据配置概述
在传统的移动通信网络中,一个RNC/BSC只能与一个MSC相连,资源利用率比较低,安全冗余度比较差。而在MSC Pool组网中,一个RNC/BSC可以与多个MSC相连。也就是用户可以在池域内漫游而无需更换归属MSC,一个RNC/BSC服务区归属一个MSC POOL服务区,如图所示。

? 池内MSC需要定义MSC POOL内每个MSC的小区。上图中,MSC-S2与MSC-S3
需要定义BSC2、BSC3的所有小区为内部小区(inner小区)。
? 池内MSC定义的外部小区(outer小区)都一样。上图中,假设BSC2定义了
BSC1的A、B、C……小区为邻区,即MSC-S2定义了MSC-S1的A、B、C……为外部小区,那么,MSC-S3也需要定义A、B、C……为外部小区。 注意:BSC3不需要定义BSC1的邻区

? 池内MSC不能定义MSC POOL内的小区为外部小区。上图中,MSC-S2不能定
义BSC3的小区为外部小区,MSC-S3不能定义BSC2的小区为外部小区。 指令:MGCEP/MGOCP
1.1.2 池内MSC侧定义新的位置区
? 池内MSC需要用MGLAI指令定义MSC POOL内每个LAI。上图中,MSC-S2与
MSC-S3需要用MGLAI指令定义BSC2、BSC3的每个LAI。 注意定义位置区一般给核心网定义。
1.1.3 池内MSC侧定义邻局关系
? 池内MSC定义MSC POOL内的MSC的邻局关系,不需要定义LAI数据,即不
需要执行MGCVI指令,只需要执行MGNMI指令。上图中,MSC-S2不需要用MGCVI定义BSC3的LAI,同理,MSC-S3不需要用MGCVI定义BSC2的LAI ? 池内MSC定义非MSC POOL内的MSC的邻局关系,需要完整定义。上图中,
MSC-S2、MSC-S3定义MSC-S1的邻局关系时,需要执行MGNMI、MGCVI指令。
1.1.4 非池内MSC定义池内MSC的相关数据
? 非池内MSC定义池内MSC的小区为外部小区,小区的归属MSC同以前比较更
为灵活。上图中,假设BSC1定义了BSC2的a、b、c……小区为邻区,那么MSC-S1需要定义a、b、c……为外部小区,没有采用MSC POOL技术前,定义时,这些小区的归属MSC只能是MSC-S2,采用MSC POOL技术后,这些小区既可归属MSC-S2、也可归属MSC-S3,为了均衡池内MSC的负荷,定义的小区归属MSC一般为MSC-S2,意思是说非池内MSC定义邻区关系和2G一样。 ? 非池内MSC需要定义池内每个MSC的完整邻局关系。上图中,MSC-S1需要
定义MSC-S2、MSC-S3的完整邻局关系,即需要在MSC-S1对两个MSC分别执行MGNMI、MGCVI指令。我认为即使漏定其中部分MSC的LAI、MSCID和R
